* SWDEV-532676 - Pass hip-path instead of rocm-path
Commit 7b7537c1703db0cc53ee1f36089406b555ae9a9e in llvm-project enforces that no hip-device-lib-path is forwarded by hipcc. To ensure that runtime is found, pass hip-path instead.

Remove __HCC__, __HCC_ONLY__, __HCC_CPP__, __HCC_C__,
__HCC_OR_HIP_CLANG__, __HIP_ROCclr__ and their guarded codes.
Remove Hcc codes from directed_tests and samples.
Remove __HIP_PLATFORM_HCC__ and __HIP_PLATFORM_NVCC__ from
some files where they are not necessary.
Add deprecation notice.

After hcc_detail, nvcc_detail, __HIP_PLATFORM_HCC__ and __HIP_PLATFORM_NVCC__

Only cmake can support static lib of hip rt.
Thus samples will support static lib of hip
rt when this is done.

- Enable -O3 for hipDispatchLatency.
- Use nearly-null kernel to prevent it from being optimized away.
- Formatting for hipDispatchLatency.
- Formatting for hipInfo.
- set USE_PEER_TO_PEER=3 (requires HCC "am_memtracker_update_peers")
- when enabling peer, turn it on for previously allocated memory.
- hipDeviceCanAccessPeer is no longer self-ware (self does not qualify
as a peer)
- device peerlist always includes self, so when we call allow_access
we never remove self access.
- hipDeviceReset() removes old peer mappings.
On HIP path property obtaining done through hsa_iterate_agents and counting the devices of HSA_DEVICE_TYPE_GPU type.
P.S.
On multi-boards systems it might be problems with detection what board a GPU plugged into (not tested).
