Horatio Zhang ea04f9f62f wsl/hsakmt: Remove unused flag file in libhsakmt ...

Clean up unused flag* file in libhsakmt, because we reuse the flag
from the ROCr layer and pass the support list upwards using
HsaVersionCapability.
