Enable image build in Windows.
Remove some useless codes that fail building in Windows.
Some minor improvement.
Temporarily exclude mipmap test files.
Prevent negative tests affect some tests.
Move some catch info log codes into failed cases.

Bumps cmake minimum version to 3.7 for version comparison operator.
Previously the Clang cmake project version strings were used. These
are not defined if the clang cmake project has not been loaded.
We should use CMAKE_CXX_COMPILER_VERSION to check the version when
only the compiler binary is redirected and the project files are
not available.
Also adjust device libs lookup logic to handle multiple paths in
CMAKE_PREFIX_PATH.

Rather than manually linking to the device libraries, the compiler
can now handle linking with them. Allow the build to continue using
old layout if the build system still uses it. Therefore maintain
compatibility with ROCm 3.7 and earlier.

Dependency changes between static and dynamic build caused a cmake
crash when using ccmake or cmake-gui. This is fixed by cmake in
version 3.12. Until then deleting the target dependency data at
project startup allows the UI to function correctly.
Also warns about cosmetic issues when using older cmakes.

Adds support for find_package(), locates dependencies with
find_package(), swaps the roles of /hsa/include/hsa and /include/hsa
as well as /lib & /hsa/lib.
Kernel code objects no longer build at every make call but only
as needed. Dependencies are tracked through to clang.
Device lib is still located with directory searches. build_devicelibs.sh
does not yet install the cmake config files on the build systems.
Corrects DAZ mode mismatch in code object compilation.
Still needs updating to compiler properties rather than direct
manipulation of CMAKE_CXX_FLAGS.

There are a couple problems with this. First, llvm-dis is an unstable
llvm development tool and 3rd party users should generally not rely on
it. The text format is unstable, and the regex here isn't even
explicitly looking for the target triple field, so it could
accidentally find something else. Second, picking the target to
compile based on the library you are linking is a fundamentally
backwards decision. The target you're compiling for changes the
library you would want to link. The device libraries are only ever
compiled with amdgcn-amd-amdhsa. If we had a second triple, this
should be explicitly building for any it cares about.
